Caritas Vanni-Human Development Centre [HUDEC] is the social arm of the Catholic Church of the Jaffna Diocese, and Revd. Dr. Justin B. Gnanapragasam, the Bishop of Jaffna, is the chairman of this organization. HUDEC Caritas was established in 1973 by the late Bishop of Jaffna, Rt. Rev. Dr. B. Deogupillai, and assisted by the late Rev. Fr. J.B. Dhevaraja to manage an emergency situation at a time when the displaced came from the South due to the ethnic violence in the 1970s.
Immediate assistance in meeting basic needs and long-term'settlement' programs were initiated in 3 districts (Jaffna, kilinochchi, mullaitivu) to support the victims of ethnic riots in the 1970s. HUDEC, which networks at parish levels, and other stakeholders have been working with the irrespective of religion, caste, race, and other distinctions for the alleviation of poverty, ignorance, and social oppression.
